The district ranking reflects terrain more than city size. Garhwal leads comfortably with 417 offices, followed by Pithoragarh at 323 and Chamoli at 281. Tehri Garhwal adds 265 and Dehradun, the capital district, comes in at 257. It surprises people that the mountain districts carry more offices than the capital, but that is exactly what happens when settlements are small and scattered across valleys. Garhwal is the largest of the lot.
After the leading five, Nainital (164), Bageshwar (148) and Uttarkashi (146) round out the larger districts, and even the smaller ones hold a respectable number given how few people live in some valleys. For businesses, Dehradun and Haridwar are the practical centres for bulk and registered mail, with sub offices set up to handle commercial volume, invoicing dispatches and business parcels.
