Kupwara adds 99 offices and Reasi 84, and the long tail of remaining districts keeps the network reaching into corners that are hard to get to any other way. With 96 talukas in the mix, most administrative blocks have at least a sub office or a cluster of branch offices, which matters in a place where distances and weather can both work against you.
